Celebrating New Promotions
/We’re excited to celebrate a big milestone for four incredible members of the TEN OVER team: Matt Kelly, Aisling Burke, and Frank Thaxter have been promoted to Senior Project Manager, and Cyrus Beedles has been promoted to Project Manager.
These promotions reflect the dedication, creativity, and leadership each of them brings to their work, contributing to both the success of our firm and the communities we serve.
In addition to their new roles, we’re also proud to share that Matt, Aisling, and Frank are the first participants in our new Associates Program. This initiative recognizes emerging leadership and is designed to support long-term growth within the firm.

Matt Kelly, NCARB
Promotion to Senior Project Manager
Matt brings over two decades of experience in overseeing a wide range of projects spanning commercial, hospitality, and residential sectors. He’s known for his sharp eye for detail, steady leadership, and commitment to delivering projects that meet the highest standards of quality.
Matt has also played a key role in elevating TEN OVER’s presence in Bend, Oregon by building relationships and strengthening our community connections. One of his recent projects, the new Skyliner Club in Bend, was honored with a 2024 AIA Bend Section People’s Choice Award.
Aisling Burke, NCARB
Promotion to Senior Project Manager
Aisling has over 14 years of experience across a range of projects, with a focus at TEN OVER on multifamily and mixed-use projects. Since her first affordable tax credit housing project in 2016, this has become her specialty.
She brings deep expertise in managing demanding schedules, complex accessibility requirements, and the unique needs of public and private partners. Aisling is especially skilled at managing multi-faceted projects that bring large impacts to their communities, including her recent notable work for the new Santa Cruz Downtown Library & Affordable Housing Project.
Frank Thaxter, NCARB, LEED AP BD+C
Promotion to Senior Project Manager
Frank is a project manager and architect with a passion for thoughtfully designed commercial and public facilities. As a member of TEN OVER’s Sustainability Committee, Frank pushes the firm forward in finding new solutions and improving our performance, embodying our core value that “sustainability isn’t a checkbox.”
His user-centered design approach emphasizes function and flow so that spaces truly serve the people who use them. Frank has also been instrumental in growing our Bend presence, building community relationships and delivering projects like the Discovery West Live/Work Development.
Cyrus Beedles, NCARB
Promotion to Project Manager
Cyrus has played an important role in advancing TEN OVER’s work in the public sector and helping expand our reach in Central Oregon. With over 15 years of experience, he has a focus on essential and emergency operations facilities including fire stations, police stations, training facilities, and civic buildings.
Cyrus strives to involve clients throughout the design and construction process, giving building end users a strong sense of ownership and bringing long-term project success. One of his current projects is a new Operations Facility supporting Sunriver Resort in Bend.
